Suddenly? It's been happening for a long time. But a lot of people do not choose the best answer. OK so it's decided by voting but there are some people with multiple accounts who will vote for themselves as best answer even when it is something like: "Sorry, I don't know." "10 points for best answer" suggests that the questioner is going to make the effort to choose the best answer himself, which might make more people likely to answer.

Yeah I wondered that myself, and on top of everything they don't even bother to resolve their questions, just leave 'em up to expire and then the people themselves have to vote for their own answers and it's unknown if they'll finally get their so promised 10 points. Really p****s me off.
