I'd say cut it, to get the most damaged parts removed then see what the hair you are left with is like. A good stylist won't perm your hair if they don't think that it's healthy enough to handle it. Also, you could try doing a few deep conditioning treatments before you go in. The Aussie "3 minute miracle" is awesome. Good Luck!
I had dry hair but I would like to perm my hair. So is it advisable to perm before I cut or cut 1st?
It is definitely best to cut your hair first, and do not rush a perm if you have had one before, usually you should have a perm every 6-7 weeks.
