this is my 3rd time dying my hair, but i forgot. it says "towel dry", but i think my hair was wet least time. (although maybe thats why my red hair dye turned orange, and my blue hair dye turned green^^)

Hi YES your hair should be dry, your hair will absorb the color better when it is dry, because there is not already water in it....
Also this might sound weird... but after you do it... a way to make it last longer, is rinse your hair in apple cider vinegar, it doesn't smell to great but it really helps seal in color, and Manic Panic washes out fast!
Another tip, Manic Panic takes better in pre-lightened hair!

I don't think no one has heard of "mainic panic hair dye" Who ides their hair blue and red? are u extemely patriotic? but i think thats a cool way of expressing ur self! ;)
